EDMONTON JOURNAL, Monday, April 27, 1970 Labelling law may halt use of dangerous tires New York Times Service WASHINGTON The government is moving to break up a nationwide black market in unsafe automobile tires by promulgating a stiff new labelling and reporting regulation under the national Traffic and Motor Vehicle Safety Act. The regulation, published by the national Highway Safety Bureau as a proposed amend- tire safety at 4,600,000 tires manufactured each year that are classified safe only for farm or non use. The proposed effective date is next Oct. 1. The tires, which are not able to pass federal safety tests in general use, have been showin increasing numbers on automobiles sold in used car Lack of guidelines hits education study Special To The Journal RED DEER The lack of meaningful and operational guidelines is one reason evaluations in education have failed, a University of Alberta staff member said Sunday.

K. A. Wilson of the department of educational administration was speaking to about 150 school principals and superintendents attending the spring conference of the council on administration, Alberta Teachers' Association, at the Red Deer college. Mr. Wilson said the guidelines are subject to wide interpretation and offer little operational assistance to persons charged with making evaluations in education.

Mr. Wilson said evaluation consultants, many of whom are drawn from the ranks of specialists in educational research, fail to give kind of advice which the practitioner finds useful. B. K. Johnson, also of the department of educational administrations, said there are three basic of evaluation-input, process, and output.

The process is essentially what goes on in the classroom, and it is this phase of evaluation that concerns administrators and teachers daily. The inaugural meeting of the Central Alberta regional council on school administration was held Saturday. Harold Hall, superintendent of schools, county of Red Deer, was chairman. The council is part of the provincial council on school administration. Representing 'the provincial body were president Francis O'Hara of Edmonton and past-president Alvin Myhre of Red E.

Rival sects clash at Jesus' tomb JERUSALEM (AP) Feuding Coptic and Ethiopian Christians hurled abuse at one another over the heads of Israeli riot police Sunday during Orthodox Easter observances at the Church of the Holy Sepulchre, traditionally known as the tomb of Jesus. Across the eastern Mediterranean, nearly 1,000,000 Athenians streamed into the sunny countryside after Greek Orthodox services in the capital. In Moscow, thousands of faithful, mostly elderly, crowded the Soviet capital's 40 churches while young believers heckled from outside. The Coptic and Ethiopian sects, although technically in communion, have been at odds for years over rights in the Church of the Holy Sepulchre and over access to the shrine. The Israeli government, well aware of the controversy, stationed about 100 riot police around the church.

The meeting of the two sects at the church began in comparative peace. The Ethiopians allowed the Copts, descendants of early Egyptian Christians who resisted the Moslem faith, to cross their monastery courtyard and enter the church through the Angel Gate, the traditional Coptic portal. Then, however, the 200 Ethiopians slammed the door on the 100 Copts and refused to let them out until the Ethiopian services were completed. "This is the essential meaning of freedom of the press." Much of the council time would be spent in the examination of complaints made against press enterprises and ists. But the council would not intrude into the field of labor reations between press enterprises and journalists.

The council would comprise three -way representationpress, journalists and public. Each would have six representatives. The chairman would be drawn from the public group. OTTAWA (CP) No single group should be allowed to control all information media sources in a given region, publisher Gabriel Gilbert of Le Soleil in Quebec City says in a brief to the special Senate committee on mass media.

"We have always avoided involvement of any kind with the radio or television stations of our region of Quebec," the brief said. "This in our opinion was one way of ensuring our readers multiple access to the information they are interested in." Mr. Windle was born February 19, 1893, in Preston, Lancashire, England, immigrating to Canada in 1911, working in Brandon, Manitoba, in the wholesale grocery business. He moved to Regina in 1919 to join H. C. Smith and Company, wholesale grocers.

In 1929 he became credit manager for Robinson Little and Company and shortly thereafter became general manager and subsequently president. He was responsible for the formation of R.C.A. Stores, later named Robinson Stores. Mr. Windle retired in the late forties.

He was a member of the Wascana and Banner Lodge of Regina and the Lodge of Perfection Valley of Regina 173, and maintained a close association with the Winnipeg Football Club for many years. Besides his loving wife, Ellen Windie; he is survived by one daughter, Melva of Winnipeg, and a son Doctor Stanley C. Windle of Edmonton; a sister, Mrs. H. Chadwick (Jessie) of England.
